Mexico's Secretariat of Communications and Transportation (SCT)

Due to the nation’s financial crisis of 1994, the Mexican satellite system, part of a company called SATMEX, began to suffer from a lack of liquidity. As a result, SCT was presented with a proposal to sell all of the company’s stock. As an alternative, the offer was made to issue a bond for US$500 million.
